Lately, the issues of quality and its management
and control have become a concern and one of the primary goals of organizations.
Learning institutions are not an exception.Educational, social and cultural
changes, new demands for career development, training, and adult learning to keep
up with technological development, have presented new challenges and new forms
of learning. This has given way to new dimensions in the evaluation process, in
an effort to help raise learning quality. The purpose for this section
is precisely to contribute to the GDLN LAC network in the process of ensuring
the learning quality of its services. |

Control The process begins when a content provider sends a course proposal
to GDLN Services, which should remit it in no more than five working days to the
Academic Committee. The Committee may not take more than 21 working days or 30
calendar days. The Committee will only accept proposals containing the requirements
to offer a course through GDLN - LAC, as specified below. There will be
a three-month period between the Committees final pronouncement and the
beginning of the course. This is the minimum time that each Distance Learning
Center (DLC) needs to decide, organize and promote the course offering in its
country. The different DLCs should announce their decision to offer the course
no later than 30 days after the Academic Committees pronouncement. In
order to achieve reasonable compatibility between participant training and course
content, course providers should state the goal audience the course is aimed at,
the need to have some knowledge, special training or pre-requisites, where applicable,
and whether the proposed course is of a basic, intermediate or advanced level
in the respective area. A proposal that does not include the above items
will not be submitted for the Academic Committees consideration. The Committee
may ask the content provider to explain, expand or add information to the course
proposal. The Committee may reasonably reject a course proposal when it
finds that it does not meet the minimal criteria of academic objectivity, up-to-date
contents, content relevance to course objectives, training or experience of the
teachers in the contents they present in the course, or compatibility of instructional
design with the type of contents to be given in the course. The Committee must
seek the advice of thematic experts when issuing a pronouncement of this nature.
The proponent may respond to the report, and must also attach the opinion of thematic
experts for this purpose. In this case, the Academic Committee must send each
DLC both the opinion of experts objecting the course and that of those responding
to the objection. In any case, each DLC, by virtue of its autonomy, will be the
one to decide whether to give the course in its country. Once a course having
the above situation has been concluded, the DLC offering it shall submit a report
to the Committee regarding the experience had during the training. After
the 30-day period from the course presentation, if the Committee has not made
any pronouncement, the course shall be understood as accepted in the same terms
in which it was proposed.

Ex-Post
Control
The instruments to be used in the ex - post review
procedure are the participant satisfaction survey and the course results and impact
questionnaire. Both shall be applied at the end of each course.The participant
satisfaction survey seeks to find out whether the participants felt there was
enough preparation of formal course aspects such as timely availability of the
program or syllabus, bibliography and course materials, list of professors and
their curricula, activities schedule, facilitator performance, technical functioning
of the VCs and Web site, where applicable. The course results and impact
questionnaire will focus on the course content itself and will seek the participants
opinion on whether the course increased their understanding, skills and competencies
in the respective topic. Both instruments will be provided by the World Bank Institute
Evaluation Unit. The Central Administration of proposed GDLN - LAC will send them
to each DLC registered to offer the course in its respective country. Each DLC
will apply it at the end of each course. No more than two weeks from the end of
the course, the DLC will send the forms with the participants answers to
the Central Administration of GDLN - LAC. The World Bank Institute Evaluation
Unit will process the forms, and the Academic Committee will receive information
on the response of each center. On this basis, the Committee will prepare a report
on overall course progress and activity results for each DLC. These reports will
be sent to each course provider, GDLN Services, and the particular DLC. |

- Presentation of academic activities: The
Academic Committee has made a list of requirements for presenting academic activities
such as Courses, Certificate Programs, Seminars, Masters Programs, and Doctorates.

Measurement Actions (ex - post): |
The
participant satisfaction survey is applied upon completion of a Course, Certificate
Program, Seminar, Cycle, etc. See below a model survey as a reference (Note: place
here one or more survey models). The course results and impact questionnaire
is applied when finalizing the Course, Certificate Program, Seminar, Cycle, etc. The
Global Dialog evaluation form is filled out at the end of the respective Global
Dialog session. This form is filled out by the facilitator in coordination with
the head of each headquarters. |
