The Distance Learning Centers (DLC)
The Distance Learning Centers (DLCs) are meeting-places where the main stakeholders in a sector - from national policy decision-makers to local development program administrators - can meet to exchange knowledge and experiences on key issues with their peers from around the world, through the modes of courses, seminars and distance dialogues.

As independent entities, DLCs are self-sustaining. They are administered by the region’s best universities and training institutes, which have many years of experience as academic centers. The Centers have interactive video conferencing service, which makes live, real-time exchange possible -- seeing each other, taking to each other and sharing information (data and slides) - among participants on both sides of the screen. The Centers also offer high-speed Internet access in a multi-media computer room, completely outfitted with individual work stations, for participation in on-line courses or the on-line components of courses given by video conference, such as virtual chats and Internet research, as well as downloading materials or exercises on line. Centers also provide space for on-site (face-to-face) sessions to explore the local context or group work.

  • Much more than just their physical facilities, the Global Network’s Centers are development catalysts. They contribute to the Network’s development and operation by:
  • Identifying and coordinating with the Network for national needs for training and dialogue, in order to determine the programming of contents.
  • Making available Global Network contents offerings for local participation, including marketing, organization and technical backstopping on the day the offering is broadcast.
  • Preparing contents, whether individually or in collaboration with local partners, to offer through the Global Network. Mobilizing national competency for welcoming new contents providers to the Network.
  • Providing opportunities to liaise national development stakeholders and link them with “best practices” in regional or international development and with similar networks in other countries.
  • Working together on the stages of operating the Global Network in order to provide feedback and opinions on Network policies, procedures and systems.
  • The initiative of each Center to establish and maintain quality standards for Network contents and activity impact measurement, through committees of regional Center representatives.
